Several groups of girls in the foreground have lost interest in the dignitary (who is reading from a sheaf of paper) and face the camera, allowing a good view of their pinafores, lace collars, tam-o'-shanters and straw hats. Two helmeted policemen can be seen in the background near the flagpole, and a third near the dignitary.
