In the foreground of the photograph men are pushing wheelbarrows full of soil and rocks along the unmade road, in the background other men are digging an embankment with crowbars.
During the Depression, unemployed men were required to labour on construction or improvement projects in order to receive sustenance (principally food rations). The Yarra Boulevard was built by sustenance workers and hence it was known as 'Susso Drive'.
