Description: A drawing or painting of the new Hecla factory built on the former brickworks on the east side of Chapel Street, north of Toorak Road. The land was formerly zoned in such a way as to prohibit the building of such factories, but council lobbied the Minister of Public Works to lift the by-law. This controversy was reported at length in an earlier annual report.
