Description: Image held by Fitzroy Library. From left, Numbers 13 (part), 15 and 17 (part). Number 15: Survey classified it as 'good brick'. Since 1921 the owner was the resident and refused to sell to the Housing Commision. Taken within the block Church Street-Rae Street- Nicholson Street. Targeted by Housing Commission, Victoria for broadscale demolition and construction of highrise apartment blocks. This was opposed by residents, both tenants and owners and factories. This campaign was a turning point in public housing policy and practice in Victoria.
